Cabbagetown Southwest HCD Study & Plan
The Cabbagetown Southwest Heritage Conservation District (HCD) study area was identified as a high priority by Toronto City Council in March, 2015. Cabbagetown is a village within the city, with a variety of architectural styles, massing scale, height, proportion, materials, colours, textures, rhythm, silhouette, siting, landscape design and spatial and structural elements. The neighbourhood is rich in local and national history, with long stretches of virtually unbroken Victorian streetscapes.
In 2018, the City retained EVOQ as prime consultant, with ASI, Urban Strategies, and LURA Consulting as sub-consultants, to complete the HCD study. The objective was to identify and assess the heritage values and attributes of the Cabbagetown Southwest area and to determine whether they met the criteria of the Ontario Heritage Act. The study included developing recommendations for proposed HCD(s) boundaries and objectives for any proposed HCD Plan. An important component of the Caggabetown Southwest HCD Study was the extensive historic research on its development and the built form analysis of such a historic neighbourhood.
