First and Second Street Heritage Conservation District Study and Plan

The First and Second Street Heritage Conservation District (HCD) comprises 66 properties in a residential neighbourhood along the shores of Lake Ontario, in Oakville. Designated before the 2005 updates to the Ontario Heritage Act, the district required an update to align with current conservation practices.

Working closely with the Town of Oakville, EVOQ analyzed the HCD's heritage value and existing conditions, a process formalized in a heritage assessment report published in February 2015. The firm then developed policies and guidelines governing the conservation of heritage buildings and the development of other properties, addressing massing, roof coverage, contemporary materials, and landscape design.

Two focus groups bringing together property owners, architects, and real estate professionals helped build consensus. The plan was unanimously approved by Town Council.
