St. Lawrence Neighbourhood HCD Study and Plan
The St. Lawrence Heritage Conservation District (HCD) Study & Plan encompasses 456 properties located in the St. Lawrence neighbourhood, an important historical district around the Market and the original 10 blocks of the Town of York (now City of Toronto). The Study included the evaluation of individual properties and the preliminary identification of the neighbourhood’s cultural heritage value and heritage attributes. The Plan built upon the findings of the Study, providing objectives, policies and guidelines to manage change and promote best practices in heritage conservation within the HCD.
As the first HCD Study and Plan presented to City Council following revisions to the Ontario Heritage Act in 2005 and the development of the City of Toronto’s Terms of Reference in 2012, the St. Lawrence Neighbourhood HCD Plan established the structure and model for the City’s HCD Plans. EVOQ worked closely with the City of Toronto in the development of objectives, policies and guidelines and in the refinement of policy language to ensure consistency with legislation and policy. EVOQ provided expert witness services for the adoption of the Plan through the OMB process.
